Recycling is a fee service, they don't pay you for the recyclables, you pay them for the pickup if you subscribe to curbside recycling. That's how they make their money, and actual sale of bulk recyclables they do just offsets their costs. You could sell scrap metal for pennies to scrap metal dealers but that's about it unless there's a state deposit program.
