This would depend on what these bins are to be used for. Are they for a school? A church? A nonprofit agency?
Some manufacturers (and retailers) might be willing to donate recycling bins under the above circumstances. I am part of a volunteer organization which staffs a recycling center, and during our annual Western Days Festival we ask local retailers to donate reusable shopping bags. We then give the bags away during the Festival.
You may have to go to websites for national companies (Lowe's, Home Depot, etc.) to see if they sell recycling bins. Then contact the company to ask them if they would like to donate.
Some advice if you plan to set out recycling bins in public: people throw trash in them. I have taken the following out of our paper-recycling bins: broken glass; lumber with nails in it; bags of rotting household garbage; urine-filled beer bottles; drugs; drug paraphernalia; and dead animals. One of our paper bins was even burned down and destroyed.

You could either go around the block asking for a donation of a recycling bin. Or go to a recycling center and see if they have some FREE recycling bins. And also you may be able to make your own, if you can some Old Navy Blue paint, and get a storage bin, paint it, and pain a recycling sign? They're aren't that many Free things you can get.You could also offer to do work for recycling bins.
